1998 - The Ningyo War begins. 2004 - Final battle of the Ningyo War. Both Queens die, and their successors are chosen. Tokyo is gutted by nuke and flood, and the Japanese national government more or less collapses. 2005 - The prefectures meet and reestablish a national government. The Tokyo area - both sides of the bay - is reworked into a new "reclamation territory" outside the normal prefectural system, and reconstruction begins. 2006 - The Queen discovers the higher-level Earth Magic available to the Hierarchy, and immediately puts it and them to use reconstructing Tokyo. 2007 - The basic preparatory decontamination and infrastructure restoration phases of the reconstruction of Tokyo are completed, five years ahead of the original plans. It will be two more decades before the city can be called "complete", but the city is ready to suppot whatever is done with it. Tokyo is renamed Tokyo-E, as it is widely acknowledged that the new city exists because of the Earth Magic. 2008 - Ningyo are spotted in the Bay. Mass hysteria and not much else ensues. The Hierarchy begins to gear up for another conflict. 2010 - Between the ongoing though so far non-aggressive presence of Ningyo and the fact that the Hierarchy has been acting as a de facto government for the last few years, the Hierarchy has the ammunition to persuade the Diet to grant Tokyo-E actual independence. Japan gets the eastern side of the Bay back and help terraforming it for harbor usage, and the Charter that acts as Tokyo-E's constitution is somewhat crippled, but in the long term the Hierarchy gets the better deal. 2011 - The Ningyo finally decide to make contact, and surprise! They want a peace treaty and some technological assisstance. The Queen signs the treaty, despite most of the Hierarchy and the "normal" political leaders uniting against her. 2013 - The Queen of the Sea gets into the terraforming act as well, and the massive financial boost that gives her nation allows them to buy a a good chunk of what was Chiba from Japan, and turn it into a permanent out-of-water (though necessarily flooded) Ningyo city. 2014 - 2035 - Tokyo-E grows in power and influence. Their major export is the Hierarchy's terraforming capability. Between them and the Queen of the Sea, there's not that much on the surface or seas of the planet that can not be adjusted to suit... given time and suitable compensation. There are a few charity works performed, but not many. Tokyo-E also becomes a decent-sized player on the international military scene. They don't have a large army, but it is equipped better than any other in the world, and its core of MG special combatants makes it especially dangerous when fighting for a set goal. 2029 - The Queen's first major international political push ends in success as the vast majority of nations, and all over fifty million in population, sign and ratify the Kyoto III Accords, restricting pollutant emmissions of all sorts. 2030 - present - The planet becomes increasingly paradisical. Airborne pollutants were the only thing the Queens could not address directly, and the removal of that pressure allows them to turn the corner on just about any environmental pressure they feel like addressing. Social pressures devolving from environmental issues diminish, though the inevitable cultural disputes continue. 2039 - The present. Tokyo-E is one of the political and cultural centers of the world, but it is coming under increasing covert attack from unknown parties...
