Some characters are capable of removing a power or power's effect after it has been placed on an area or target. This power operates different from nullify in that it doesn't eliminate the ability for the target to use the power, but it does stop the ongoing effect until it is re-activated. Certainly anything that burns energy is usually susceptable to this attribute. Canceling powers is an attack-action, just like activating mind control, attacking, or using the attribute Nullify. To cancel a power, you first need an equal or higher level in Cancel Power than their level in the appropriate attribute. You then need to succeed on an opposed Power-Usage roll against the object or creature that created the effect. If you succeed, the effect is cancelled and removed from the affected area or creature(s). You may attempt to cancel more than one power at a time, but each power cancelled counts in a total against your total Cancel Power attribute level. For every unspent level you don't use of Cancel Power in one action, you may gain a -1 bonus to one of your Cancel Power rolls that turn. For example, if you attempt to cancel flight at level 3 and mind control at level 4 and you have 8 levels of Cancel Power, then you can do so because 3 + 4 = 7. However, if you attempt to cancel flight at level 5 and mind control at level 4 you fail, as 5 + 4 = 9, which is greater than your Cancel Power of 8. Therefore, the higher-level attribute is instantly unaffeced by the Cancel Power attribute. The lower-level power can still be affected, however. In the case of a tie, the power canceler gets to decide which power is attempted to be dispelled/canceled. A canceller will always know when a power is just plain immune to their cancel power attempt. If affecting multiple targets, each target's effects counts individually against the total. Note that many powers, by default, take miniscule to no time to activate, and thus canceling them doesn't do anything. If you cancel a power with the duration PMV, it's as if the power's duration simply ran out. Several powers and attributes are nonsensical when cancelled, and thus cannot be unless they are tied to Burns Energy, or some other limiting factor. Cancel Power cannot prevent a power or attribute from being used again. Cancel Power cannot be used to cancel permanent attributes. The targets PMV is how many creatures, objects, or points you can affect with one use of this attribute. The area PMV is how far these points, creatures, or objects apart may be. The range PMV is how far you may be from the center of this area.
